Historically, embedded network agreements have run for 10 to 20 years, reflecting the operator's need to recover their infrastructure investment over time. The right term depends on a range of commercial and structural considerations, including how infrastructure costs are depreciated across the life of the agreement. Embedded networks are regulated under both state and national frameworks, with obligations around licensing, exemption registration, consumer protections, billing transparency, and dispute resolution. From January 2026, new AER rules introduced additional registration requirements for new embedded networks, raising the bar for compliance. Non-compliance carries real risk, including penalties and reputational exposure for the building owner or owners corporation.
